Tonga Participates in Pacific Labour Mobility Annual Meeting 2025 in Honiara

The Pacific Labour Mobility Annual Meeting (PLMAM) 2025 was held from 3–6 November 2025 in Honiara, Solomon Islands, under the theme “Sustainable Reintegration Begins with Fair and Effective Recruitment”

The annual event brought together labour mobility stakeholders from across the Pacific, including representatives from Tonga, Australia, New Zealand, Fiji, Samoa, and other Forum Island countries, to discuss strategies for strengthening Pacific labour mobility and ensuring fair outcomes for all workers.

In his keynote address, Solomon Islands Prime Minister Hon. Jeremiah Manele highlighted that labour mobility is more than an economic policy—it is a lifeline of opportunity that empowers Pacific families and communities while supporting national and regional prosperity.

Discussions throughout the week focused on improving recruitment processes, strengthening worker welfare, promoting sustainable reintegration for returning workers, and advancing collaboration among governments, employers, and unions. Participants also reviewed updates on the Recognised Seasonal Employer (RSE) scheme, Pacific Australia Labour Mobility (PALM) scheme, and Intra-Pacific Labour Mobility initiatives.

The meeting concluded with the Pacific Labour Mobility Dialogue, which underscored the shared commitment of Pacific governments and partners under the PACER Plus Arrangement on Labour Mobility to create a fair, safe, and sustainable labour mobility system that benefits both sending and receiving countries.

The Ministry of Trade and Economic Development (MTED) was represented at the meeting as part of Tonga’s ongoing engagement in regional labour mobility cooperation through PACER Plus.
